Abstract

Minimum Support Price (MSP) is a crucial agricultural policy tool in India that ensures a minimum price for farmers' produce, providing a safety net against market fluctuations. Implemented in 1966, MSP aims to stabilize farm incomes, promote agricultural production, and safeguard farmers' interests. The panel will discuss the pros and cons of an MSP in the Indian Scenario.

About the Speaker

Ashok Vishandass

Ashok Vishandass, Professor (Applied Economics) (IIPA) has interest in Sustainable Agriculture, Risk Management, International Trade & Commerce. As ex-Chairman (CACP) in the Ministry of Agriculture and Farmers Welfare at the level of the Secretary to the Govt. of India, he has rich experience of formulation of Agriculture Price and Non-Price Policies, nuances of fixing MSP of various agriculture commodities. Before joining IIPA, he had also served FAO of United Nations Organisation (UNO) as the Chief Technical Adviser. In his stint with the UNO, he provided high-level technical and economic advice relating to Food Security, SDGs, agricultural Marketing and brought out eight Reports.

Satish Deodhar

Satish Deodhar is the Professor of Economics at the Indian Institute of Management Ahmedabad. He has worked on imperfectly competitive market structures, agricultural trade, food quality, and CSR issues. He has conducted research projects for India’s Ministry of Food Processing Industry, Ministry of Agriculture, Indian Bank, and Economic Research Service of the US Department of Agriculture.

He was selected as the Hewlett Fellow of the International Agricultural Trade Research Consortium during 2006-2008. He was the recipient of the Outstanding Ph.D. Dissertation Award from the US Food Distribution Research Society, and has been honoured with the Dewang Mehta Best Professor of Economics Award in 2012 and 2015 by the Business School Affaire. He has also been the recipient of the Distinguished Young Professor Award for Excellence in Research from IIMA.

He has authored a number of articles, monographs and books. His book 'Day to Day Economics' is a national bestseller in non-fiction category. Prof. Deodhar was the pioneer Convener of the largest annual computerized common admission test (CAT)

He completed his Master’s in Economics from the Gokhale Institute of Politics and Economics, Pune, and received Ph.D. in Agricultural Economics from The Ohio State University.

Parmod Kumar

Parmod Kumar is the Director of Giri Institute of Development Studies. Previously he worked as Professor, Agricultural Development and Rural Transformation Centre, Institute for Social and Economic Change (ISEC), Bengaluru, India. Before joining ISEC he worked at the National Council of Applied Economic Research, New Delhi, and the Institute of Economic Growth, Delhi. He was Fellow under the International Visitors Leadership Program sponsored by the US government. He has been visiting Scholar to Glasgow University, OECD-FAO Paris, Zurich University of Applied Sciences (ZHAW) and Sichuan Academy of Social Sciences, China. He was managing editor of the Journal for Social and Economic Development (JSED) and was on the editorial board of Agricultural Situation in India and presently he is an executive member of Indian Journal of Agricultural Marketing; and Indian Journal of Agricultural Economics and Member Editorial Board of Indian Journal on Social Justice. He was empanelled as Visiting Professor in Economics for deputation to ICCR Chair Abroad by the Indian Council for Cultural Relations (ICCR), New Delhi. He has been member of various committees of the Union and State governments. Currently, he is Chairing Working Group on crop husbandry, agricultural inputs, demand & supply projections constituted by the NITI Aayog.

He has authored/co-authored more than twelve research volumes. His latest book titled, ‘Contract Farming and Land Tenancy in India: Prospects and Challenges’ published by Sage. He has published around 70 research articles in refereed national and international journals. He has published articles in high impact journals. He was conferred the IDRC India Social Science Research Award for the work on public distribution system. He is currently guiding 6 PhD Research Scholars, 3 shcolars have already been awarded doctorate degree and has been on Doctoral Committee of a numerous PhD Research Scholars, post doctorates and interns. His major areas of research includes; Agricultural Economics; Environment Economics; Rural Development and Development Economics.

Phanindra Goyari

Dr. Phanindra Goyari is currently a full Professor of Economics (teaching and research) in the School of Economics, University of Hyderabad. He successfully completed his UGC Raman Fellowship period and Post Doctoral Research works at Texas Christian University, USA, during 2016-2017. He has nearly 23 years of teaching experience in Economics at the master degree level. Before joining this university, he worked for a short period as a regular Lecturer in the Department of Business Economics at the VBS Purvanchal University, Jaunpur. He completed his MA Economics from Gauhati University. He obtained his MPhil degree from Indira Gandhi Institute of Development Research (IGIDR) Mumbai and PhD degree in agricultural economics from the University of Hyderabad. He has been teaching Econometrics, Model Building & Simulation in Economics, Microeconomic Theory, Mathematical Methods for Economics, Optimization in Economic Theory, Statistics for Economics and Theories of Economic Growth to MA and IMA students. His present research interests are broadly in agricultural economics (with special reference to summer paddy, irrigation development, weather risks and nonparametric econometric modeling), tourism and health economics, development economics, Indian economy and development issues. His research team has published more than 49 research papers which appeared in many refereed journals. He has published four books till now. He has guided 17 PhD scholars and 16 MPhil scholars till now (degrees awarded). Some of his successful research scholars are now working as regular faculty members in various institutions like IIT Kharagpur, SMVD University, NIPFP New Delhi, SRM University, ISEC Bangaluru, IIT Palakkad, Ravenshaw University, North Orissa University, Central University of Jammu, and various colleges in India.

Suresh G

Suresh Gopal, is currently an Associate Professor of Finance at Symbiosis Institute of Business Management (SIBM), Bengaluru. Previously he served various institutions like Christ University, Bangalore, CMS College and SRM University.

He holds an Advanced Certificate Programme in Academic Research and Data Analysis in Research Indian Institute of Management, Kozhikode. With a robust skill set that includes Teaching, Microsoft Office, Staff Development, PowerPoint, Research and more, Suresh Gopal contributes valuable insights to the industry.

Kedar Vishnu

Dr. Kedar Vishnu is an Assistant Professor of Economics at Narsee Monjee Institute of Management Studies (NMIMS), Mumbai. Before that, he worked as an Assistant Professor at CHRIST (Deemed to be University), Pune, and Dr. B. R. Ambedkar School of Economics, Bangalore. He received Ph.D. in Economics from ISEC, Bangalore. He has been presenting his research on Institutional Economics and Agricultural Economics at the Agricultural & Applied Economics Association USA for the last five years, and he is the winner of the Early Carrier Grant.
